The second suspect wanted in the fatal shooting of Penn State student Billy Schmidt has surrendered to authorities, bringing nearly a month-long search for the teenage suspects to an end.

The U.S. Marshals Service confirmed that Kaiseem Smith, 16, turned himself in to the Philadelphia Police Department on Thursday, one day after the arrest of the other teenage suspect, Azzubair Outen-Fleming, in Colorado.

Both teenagers are expected to face multiple felony charges, including murder, in connection with the June 6 robbery and fatal shooting that claimed the life of the 22-year-old student.

Second Teen Suspect Surrenders

Authorities announced Thursday that Kaiseem Smith voluntarily surrendered to Philadelphia police following days of investigation by local detectives and the U.S. Marshals Service.

His surrender came less than 24 hours after Azzubair Outen-Fleming was arrested at a residence in Colorado Springs, Colorado, where investigators say he had fled after leaving Pennsylvania on June 11.

Officials said both teenagers will face identical charges stemming from the fatal shooting.

Penn State Student Killed During Apparent Robbery

Investigators say Billy Schmidt was walking home after leaving a neighborhood bar in South Philadelphia on the night of June 6 when he was approached by the two suspects near 20th and Durfor Streets.

According to police, Schmidt’s cellphone was stolen during the encounter.

Surveillance video reviewed by investigators allegedly shows Schmidt chasing after the suspects while demanding the return of his phone.

Authorities allege that during the confrontation, Smith fired a single shot that struck Schmidt in the chest.

Schmidt was transported to Penn Presbyterian Medical Center, where he later died from his injuries.

Third Person Charged

Earlier this week, Philadelphia District Attorney Larry Krasner announced charges against 35-year-old Donte Abdulmalik, identified as Outen-Fleming’s stepfather.

Prosecutors allege Abdulmalik assisted the teenager in leaving Pennsylvania after the shooting.

He has been charged with:

  • Hindering apprehension

  • Obstruction of justice

  • Tampering with evidence

Authorities continue investigating his alleged role in helping the suspect evade arrest.

Investigation Continues

Police have also examined whether another robbery reported near Broad Street and Snyder Avenue may be connected to the homicide, though investigators have not publicly confirmed any link.

Detectives continue reviewing surveillance footage, witness statements, and forensic evidence as the case moves through the criminal justice system.

As with all criminal proceedings, the charges against the suspects remain allegations, and each defendant is presumed innocent unless and until proven guilty in court.

Billy Schmidt was a fourth-semester student studying Digital Journalism and Media through Penn State World Campus.

Following his death, hundreds of family members, friends, classmates, and community members gathered at the scene of the shooting for a candlelight vigil honoring his life.

Loved ones remembered Schmidt as a compassionate young man whose kindness and positive spirit touched countless lives, with many describing his death as a devastating loss for both his family and the broader Philadelphia community.
